SPOOKY HALLOWEEN FUN! Halloween is fun for ghouls and goblins of all ages, and the HRCA has activities for everyone!

On October 21, join professionals from Spirit Paranormal Investigations for a night of frightening fun inside the Highlands Ranch Mansion at the Paranormal Party. HR HISTORIC HIGHLIGHTS: HIGHLANDS RANCH DOUGLAS COUNTY SHERIFF OFFICE VISIBLE IN COMMUNITY Douglas County’s law enforcement roots go back to the days of the Wild West. “Life in the early days was a constant struggle because of the forbidding natural elements," said Undersheriff Dave Walcher. “Also, Cheyenne and Arapaho Indians regularly attacked white settlers.” The county was named for U.S. Senator Stephen A. Douglas, Abraham Lincoln’s rival in the 1860 presidential election. The county was one of 17 created by the Colorado Territorial Legislature in November 1861, five months after Douglas’ death. “The early justice system was rooted in the People’s Court where the accused was given a “fair” trial by the people,” said Walcher. “Sentences were carried out immediately!” Today’s justice system is a far cry from the days of the Wild West. “We’re part of the community, not in charge of it,” said Deputy Brian McKnight of the Community Resource Unit in the Douglas County Sheriff’s Office (DCSO) at the Highlands Ranch substation. The DCSO substation located in Town Center—at the heart of the community—opened in 2011. (story continued on page 3)

HRCA Draft 2022 Budget: The HRCA Staff, Finance Committee, and Board of Directors have been reviewing the budget proposals for 2021. The Finance Committee Members are volunteers with financial backgrounds from various disciplines. They make recommendations to the Board of Directors regarding HRCA’s finances and annual budget. October is the month that the budget will be presented and voted on by the Delegates on October 19 at 5:30 p.m.

Backcountry Wilderness Area, including the max capacity of 1,300 campers at Camp Backcountry this summer, we’re excited to begin the process to consider a new amenity: the Backcountry Outdoor Center. The proposed project includes a building at Backcountry Base Camp which would add an on-site storm shelter, office space, and adequate room for programming that will make the Backcountry Wilderness Area the place for environmental education on the Front Range. Additionally, the proposed plan includes an indoor horse facility at the Horse Corrals to provide affordable, year-round, close-to-home equine opportunities. Member Education: This quarter I would like to provide information about the Delegates. A Delegate is a homeowner either elected by members within a Delegate District or appointed by their sub-association Board to represent such Delegate District and to cast votes on behalf of members within the Delegate District as provided in the Community Declaration. Delegates meet monthly to discuss a variety of topics about the Community Association. Some duties and powers of the Delegate body include amending and approving the community Bylaws, creating rules and regulations for the use and operation of the recreational facilities, proposing increases and/or reductions for the Recreation Function Common Assessments (RFCA’s) necessary for the operation of the Recreation Center and proposing and reviewing improvements to the recreational facilities. Delegates are elected in April of every year to serve the community.

COMMUNITY NEWS Fall Reminders from Community Improvement Services Apple cider, pumpkin spice, falling leaves- it’s officially fall! As we find ourselves in the fourth quarter of 2021, it is amazing how quickly this year has gone by. Were you able to get your house painted or put in that new patio? If you completed an improvement, please be sure to submit the work completion notice so we can close out the file. The work completion notice can be found at web site www.HRCAonline.org under home improvement forms. Just select Work Completion Notice in the dropdown. Fill out the form, attach a photo and you are done. If we have any questions or need to do a site inspection, we will reach out to you. If you are thinking about projects for 2022, the fall and winter months are a great time to submit. The volume of submittals is greatly reduced from what we see in the summer months. Since the approval from the Architectural Committee is good for one year, starting your project in the late spring or early summer will not be an issue. This time of year includes elections, various activities, and holidays. Please keep in mind there are rules related to election signage and holiday lighting. Signs and flags related to state or local elections may not be placed out more than 45 days prior to the election and must be removed no more than seven days post-election. Signs and flags may not be hung from or attached to fences. Please visit the Residential Improvement Guidelines section of the web site to see the most up to date rules regarding signs and flags given the recent passing of HB20-1310. When it comes to all the pretty lights and décor that celebrates the holidays, please be sure to put it up no more than 30 days before the holiday and remove by February 1. Also be respectful of neighboring properties and don’t run lights and animated decorations all night long!

For example, deputies assigned as School Resource Officers are on the front line of protecting the community’s youngest citizens and creating a safe, secure learning environment. DCSO’s primary area of responsibility is the unincorporated portion of Douglas County, including Highlands Ranch, covering a large part of the county’s total 844 square miles. Tresana resident Julie Dearien recently gave a shout out to DCSO on Nextdoor, a social media platform that brings neighborhoods together. She headlined her post, “Love the Douglas County Sheriffs.” “I was sitting at the Lincoln and I-25 light and watched a Douglas County sheriff hop out of his car and bring a homeless man a brand-new pair of sneakers,” she said. “That’s love in action. Thanks, DCS.” Her post garnered nearly 450 “likes”, mostly with hearts! Follow Julie’s advice and take time to thank our DC Sheriff Deputies and staff. Their kindness prevails in Highlands Ranch.

ANNUAL MAINTENANCE 2021 2021 Annual Maintenance closures at the recreation centers have been completed. The staff appreciates everyone’s patience during the closures and are fortunate to have this time to keep the facilities looking first-class. During these closures, staff performs maintenance functions that can't typically be done with members in the facility. Tasks include: • Fire, security and sprinkler inspections • Painting • High dusting • Pool cleaning • Hardwood floor refinishing • Facility and equipment cleaning and maintenance • Floor sealing and waxing • Parking lot crack filling and sealing • Annual fire drill and emergency procedures training for staff Some of the facility specific projects that were completed in 2021 include: NORTHRIDGE • Paint ceilings above dive well and hot tub • Replaced several roof drain pipes • Finished Phase II of roof replacement • Mill and overlay of front parking lot

SOUTHRIDGE • New Artwork installed • Contractor repaired portions of stained concrete floor • Asphalt parking lot – crack fill, repair and slurry seal

RANCH UPDATES & EVENTS 2022 BUDGET PLANNING

CLASSICAL MUSIC SERIES The Highlands Ranch Cultural Affairs Association (HRCAA) is proud to present a three-part series of classical music showcasing the rich history of the Highlands Ranch Mansion. Each evening will include an open house starting at 5:30 p.m. for self-guided Mansion tours. The performances are set to be intimate in the solarium filled with the history of the Mansion. HRCA staff is in the midst of the 2022 budget create process. CEO reviews took place in early September. The Board of Directors and the Finance Committee reviewed the draft budgets with staff on September 13 and 14. The draft budget was presented to the Delegates on September 21 and posted to the HRCA web site under the Financial Information page. Minor revisions, if any, to the budget will be posted on the web site through October 15. The Delegates will be asked to approve the 2022 budget on October 19.

Celebrate Arts and Humanities Month The Highlands Ranch Cultural Affairs Association (HRCAA) joins thousands of arts organizations and communities across the nation to celebrate National Arts and Humanities Month throughout October. Everyone in the community is encouraged to participate in what has become the country’s largest annual collective celebration of the arts and humanities. One easy way for you to get involved is to check out the sculptures placed around Highlands Ranch as part of the Douglas County Art Encounters program. Art Encounters is a year-long outdoor sculpture exhibit that showcases sculptures in various media and styles displayed in highly visible areas in Highlands Ranch, Lone Tree, Roxborough, and Castle Rock. After you have seen the sculptures, go online, and vote for your favorite! Download the free Otocast app on your phone to hear from the artists and learn about each of the sculptures while you are viewing the art.

HRCA Therapeutic Recreation - Fall Break Fun! Looking for some fun activities over fall break? Join us for Therapeutic Recreation Fall Break Sports Camp or Fall Break Lego Camp at Southridge Recreation Center. Both programs are for ages 8 & older. Sports camp will introduce six new unique sports in two days, focusing on learning the rules of each game, teamwork, and sportsmanship in a fun recreation environment. Three Backcountry Programs to Try This October Saddle Club, October 6-28: Trade schoolbooks for riding boots at Saddle Club: an after-school horse focused class that teaches new skills each week. We'll work through groundwork (safety, grooming, breeds, anatomy), Western riding, English riding, and health care.

Nature Art Day, October 16: Get a little mix of art into your outdoor experience. We will get out for a hike, create art in the outdoors, paint a treat to take home, and have a picnic in the Backcountry!

Fall Break Camp, October 18-22: We think that the crisp autumn air makes for the perfect time to go on an adventure! Come explore animal adaptations, migrations, and hibernations, learn winter survival skills such as shelter building and fire starting, and discover the tricks and treats of nature as Halloween nears!
