After another marathon meeting that ended with sharp criticism from angry residents — and heated exchanges among opposing board members — the Prince William Board of Supervisors voted along party lines early Wednesday to approve the controversial Devlin Technology Park, a rezoning that will allow up to nine new data centers across 270 acres near several Bristow neighborhoods. The board’s five-member, Democratic majority voted in favor of the rezoning — sought by residential developer Stanley Martin Homes — without comment, prompting a torrent of criticism from a few residents who remained in the board chambers after the 5-3 vote, which came just before 5 a.m. on Nov. 29 after a more than nine-hour meeting. “Honestly, you guys are heartless,” said Laura Mahoney, one of several Bristow residents-turned-activists who launched the “Say No to the Devlin Technology Park” Facebook page. “If you can listen to 80 people who say they don’t want this project and you can still shove it down their throats? After a spirited discussion, the Prince William Board of County Supervisors voted along party lines Tuesday to spend about $860,000 in federal grant money to take initial steps toward building an indoor track and recreation facility estimated to cost about $120 million. The board’s five Democratic supervisors voted in favor of spending an initial $860,000 on the project, which includes a $310,00 feasibility study of the facility and a $550,000 deposit on a 21.8-acre site for it along Telegraph Road in Woodbridge. The money would come from unspent federal American Rescue Plan Act money the county received in the wake of the COVID-19 pandemic. If the supervisors decide to move forward with facility after the feasibility study is completed, the county will pay landowner Belno LLC $16 million for the parcel. The site is located just north of Caton Hill Road near the Horner Road commuter lots. The property is assessed at about $10.4 million, according to county records. The board’s three Republican supervisors — Jeanine Lawson (Brentsville), Yesli Vega (Coles) and Bob Weir (Gainesville) — all voted against the move, citing various concerns, including that the facility would have a hard time breaking even and that the decision should be the purview of the newly elected board, which will have two new supervisors in January. Weir was the most vociferous critic. He noted that a similar facility in Virginia Beach, which was built by MEB, the same consultant Prince William County is working with, is not breaking even and has required annual infusions of operating cash from the Virginia Beach City Council. Weir noted that Prince William County’s transient occupancy tax base, also known as the “hotel tax,” isn’t as robust as that of Virginia Beach, a major tourism hub. See FACILITIES, page 3

Less than two months after Rep. Jennifer Wexton (D) announced she would not seek reelection in Virginia’s 10th Congressional District due to being diagnosed with a severe type of Parkinson’s Disease, 13 candidates have so far lined up to take her place—including five state lawmakers and a former Virginia secretary of education. The Northern Virginia district, which includes all of Fauquier, Loudoun and Rappahannock counties, the cities of Manassas and Manassas Park and parts Fairfax and Prince William counties, is one of only two Virginia congressional districts deemed “competitive” by the Virginia Public Access Project. The other is the 7th District, where eight candidates have so far thrown their hats in the ring. The current slate of candidates for the 10th District includes 10 Democrats and three Republicans. On the Democratic side, the hopefuls include three Virginia state delegates — Michelle Maldonado, of Manassas; David Reid, of Loudoun County; Dan Helmer, of Fairfax County — as well as two state senators: Jennifer Boysko, of Fairfax, and Suhas Subramanyam, of Loudoun. ginia House of Delegates, is also vying for the job, as is Atif Qarni, a Prince William County teacher who former governor Ralph Northam hired out of Beville Middle School in 2017 to serve as Virginia’s secretary of education. The Republican candidates include two candidates who previously ran for Congress — Mike Clancy, a lawyer from Loudoun County, and Manga Anantatmula, an immigrant from India who unsuccessfully challenged Rep. Gerald Connolly (D) in Virginia’s 11th District in 2020. Qarni, 45, of Manassas Park, said he’s running to establish universal pre-K, to make college more affordable, to expand affordable federal housing initiatives and to reform U.S. immigration policies. Qarni immigrated from Pakistan

with his family when he was just 10 years old and believes he would be Virginia’s first foreign-born U.S. Representative if elected in 2024. Qarni said he would work to reduce cost barriers allowing more eligible visa holders to become U.S. citizens and to reframe the discussion around border security to focus instead on what he calls “border prosperity.” He said the U.S. should learn from European countries that allow free travel across borders for both tourism and business. Qarni said the cost of becoming a citizen kept him from applying until he was in his early 20s. Qarni enlisted in the U.S. Marine Corps after graduating from high school in Maryland, rising to the rank of sergeant in the reserves and deploying to Iraq in 2003. Qarni holds bachelor’s degrees in sociology and history from George Washington University and a master’s degree in history from George Mason University. Since leaving Northam’s administration in 2021, Qarni was a director at the Hope Center at Temple University in Philadelphia, where he did research on college equity issues. In a recent interview, Qarni said he is proud of the work the Northam administration did to expand the Virginia Preschool Initiative, a pre-K program for children from low-income families; to launch the first tuition-free community college programs in high-demand fields; to add funding to hire more school counselors; and to raise teacher pay. But he said more needs to be done on education and other issues.

“I’ve been all across Virginia, and there are serious needs that we need to have serious conversations about,” Qarni said. “Childcare costs are out of control. College debt is out of control and housing costs are out of control.” Other Democratic candidates include: Jennifer Boysko, 57, of Herndon, has been a Virginia state senator since 2020. Boysko served as a state delegate prior to being elected to the state Senate. On her website, she describes herself as a community organizer who worked on behalf of parent-teacher associations and local nonprofits. Eileen Filler-Corn, 59, of Fairfax County, was the first female and Jewish speaker of the Virginia House of Delegates, where she served her Fairfax County constituents from 2010 to 2023. Filler-Corn lost her party leadership post in 2021 after Republicans won control of the House of Delegates. Under her leadership, Virginia Democrats expanded voting rights, outlawed the death penalty and legalized marijuana. Filler-Corn owns her own strategic consulting business. Brandon Garay, of Leesburg, is a former U.S. Army officer who served with the public health command in Europe, according to his LinkedIn page. He is a native of Prince William County, graduate of Virginia Tech and has worked as a defense contractor, a senior legislative analyst, a military affairs liaison for former Rep. Gabby Giffords (D) and a committee clerk for the Hawaii House of Representatives, according to Ballotopedia. Dan Helmer, 42, of Fairfax, has served in the Virginia House of Delegates since 2020 and was recently chosen the Democratic caucus’s campaigns chairman, a key role in helping Democrats win back the majority. Helmer is also a West Point graduate and a lieutenant colonel in the U.S. Army Reserve. Helmer earned his master’s degree at Wolfson College in Oxford, England on a Rhodes Scholarship. Although the supervisors held a public hearing on the facility in October, the documents underlying it have not all been made public, Weir said. “This needs a lot more public scrutiny,” he said. Supervisor Kenny Boddye, D-Occoquan, called Weir’s concerns “well founded” but said the county needs to move forward with the feasibility study to determine whether such a facility could be self-supporting and whether it is needed in the county. The study will include an engineering site analysis as well as a community engagement process. “The interim study goes at the heart of looking into all of these things,” Boddye said. “We couldn’t know what the full cost will be unless we allow (county) staff to look at what the funding sources could be in the long term.” The Democratic supervisors made comments in favor of moving forward with the facility, citing both the need for an indoor track and recreation facility for the county’s many high school and middle school track athletes as well as for other competitive sports, such as cheerleading, basketball, soccer and lacrosse. Supervisor Margaret Franklin, D-Woodbridge, noted that the county board has been discussing such a facility since 2019. The project was initially intended to go before voters as part of a bond referendum that year, but the board switched gears and decided to pursue a public-private partnership. Then COVID put the project on hold until this year, when the board heard a new proposal and held

ties for winter track and field teams, which force teen athletes to spend much of the “indoor track season” training outdoors and often in cold weather. Under the latest proposal from MEB, the private contracting team that designed the $68 million Virginia Beach Sports Center, the Prince William County facility is estimated to cost between $101.8 million and $119.8 million, depending on what features are included in the building. The lower price would include a 240,000-square-foot building, a hydraulic track and eight hard surface courts for basketball, volleyball, gymnastics, wrestling and pickleball. Adding an indoor pool would add an extra $5.9 million. A fitness center would cost $2.9 million and a retractable turf field another $9 million—bringing the cost up to about $119.8 million, according to the MEB estimates. That price does not include the $16 million the county is now under contract to pay for the 21.8-acre site. Under the purchase contract, the county has 150 days to change its mind on the land deal. If that happens, the $550,000 would be refunded, according to county documents. If the project moves forward, the county would pay to build the facility — likely with debt financing — and would contract its operation to an outside company. In the proposal, a company named “American Sports Center” is being considered. The firm operates similar facilities in Avondale, Arizona, outside Phoenix, and formerly operated one in Anaheim, California, before the pandemic hit, according to Prince William County Parks and Recreation Director Seth Hendler-Voss. Sharp words before the vote

During about two hours of supervisors’ comments before the vote, the Republican supervisors — all of whom voted against the project — had sharp words for their Democratic colleagues. Supervisor Jeanine Lawson, R-Brentsville, whose district will house the project, called the Democrats’ support “pure vindictive governing” aimed at the western part of the county. “I’ve heard comments that they’re going to stick it to the west, because the east has been neglected,” Lawson said. “I don’t understand that.” In contrast to the Democratic supervisors who did not say why they favored the project, several members of the International Brotherhood of Electrical Workers, a major donor to the Democratic supervisors’ campaigns, explained their support at a rally outside the county government center just before the meeting. The IBEW officials said the Devlin data centers would create more high-paying jobs for union members. Greg Ackerman, president of the DC Metro Building Trades Union, said 4,500 construction jobs are expected if the rezoning is approved. “The majority of our members across the region live in Prince William County,” Ackerman said. “They’ll be able to work here; they’ll be able to save time on their commute and more importantly ... we want to expand the opportunities that everybody has already had here to get a good paying career.” Democrats on the board also generally support additional data centers for their tax revenue, although no estimates for the Devlin project were discussed during the meeting. Jonelle Cameron, an attorney for Stanley Martin, listed what she saw as the project’s positive attributes: buildings placed 500 feet from residential units and 2,200 feet from the Chris Yung Elementary School; 100- and 200-foot buffers along major roads; a building height reduced to 81 feet; visibility tests that showed that the buildings, masked by trees, would hardly be seen; and promises in writing to keep air conditioning noise below county limits. “The applicant has mitigated all the potential negative impacts,” she told the board. But Lawson argued that the project’s application was missing too much information to be approved, including how many data centers could fit on its 270 acres; where the buildings would be located; how much power the facilities would require; and whether an existing high-power transmission line that traverses the area would be

enough to supply it. Lawson negotiated several last-minute changes to the project from the dais with Truett Young, Stanley Martin’s vice president for land acquisition, agreeing to remove a controversial “proffer” involving 85 acres closest to Chris Yung Elementary School. The developer initially dedicated the area to the county for parkland and offered a $5 million donation to help develop it. But Lawson and Supervisor Bob Weir, R-Gainesville, argued throughout the meeting that the proffer is non-binding under Virginia law because it lacks a close “nexus” or connection to the data center development. Both argued a future landowner could successfully challenge the proffer in court because it did not meet Virginia’s standards for a proffer, which is a legally binding voluntary contribution meant to offset a development’s impacts. As a result, Stanley Martin changed the designation to natural “open space” on its planning documents, which County Attorney Michelle Robl and Acting Planning Director David McGettigan said would ensure the area would remain an undeveloped buffer for the elementary school even after Stanley Martin sells the land to a data center developer, as is expected. Young refused, however, Lawson’s repeated requests to drop its effort to include the 85 acres in the county’s Data Center Opportunity Zone Overlay District, where data centers are allowed by right. Lawson said it was a clear sign to her that the developer would develop that portion of the parcel for data centers eventually. Lawson said she could not support the project because of that, as well as concerns about noise, air pollution from the project’s estimated 400 diesel-power generators and residents’ near-unanimous objections. “This is a disastrous project, and it will be the legacy of the five members on this board — not mine,” Lawson said. Weir said the approval would likely result in a lawsuit and called the development “Village Place on steroids,” a reference to an unpopular data center development being built within 200 feet of the Village Place townhomes in Gainesville. Supervisor Yesli Vega, R-Coles, apologized to opponents of the Devlin project in the audience and chided her Democratic colleagues for “flatout ignoring” their concerns.

“They would never, ever, never ever vote to put seven to nine data centers in their own backyards,” Vega said. Shortly after Lawson made her motion to deny the project, Supervisor Victor Angry, D-Neabsco, made a substitute motion to approve it, which was seconded by Supervisor Kenny Boddye, D-Occoquan, and approved in the 5-3 vote.

Speakers overwhelmingly opposed

The vote followed about five hours of public comment time during which about 80 residents expressed nearly unanimous opposition to the project, citing concerns about their neighborhoods being surrounded by noisy and ugly data centers that they said will lower their property values, spew dirty diesel exhaust and generally degrade the aesthetic of their suburban communities. Between five and 10 people spoke in favor of the rezoning, nearly all of whom said they were members or representatives of regional labor unions. Most residents pleaded with supervisors not to approve the rezonings. Many noted that the Democratic supervisors — all of whom represent eastern Prince William County districts, with the exception of Wheeler — would not have to suffer 81-foot-tall data center buildings behind their own homes. “The only people voting for this are the people who won’t have this in their backyards,” said Donna Sarmanian, of Victory Lakes, one of several subdivisions in proximity to the development. “You want Prince William County to be the data center capital of the world,” she added. “If you move forward with this, Prince William County is going to be … the data center disaster of the world.” Steve Hancock, also of Bristow, was critical of supervisors whom he expected would vote in favor of the project. “I’ve devoted my life to this county, and I can’t believe that some of you are so callous that you don’t care about the lives of the people who live here,” he said. Marion Dobbins Cohen, an African American historian, identified herself as a Democrat but had sharp words for the approving board members. “I am disgusted that I am a Democrat,” she said. “Because you are not upholding what I believe Democrats stand for.” Kathy Kulick, chair of the HOA Roundtable, a coalition of more than 100 homeowners’ associations that organized about a year ago to oppose the 37-data center Prince William Digital Gateway, called it the “height of disrespect” that the supervisors who voted in favor of the project refused to discuss their votes. “To me, if this is a reasonable thing to do, if this is a good thing to do, then say why,” Kulick said. “This is a dark day in Prince William County.” Reach the writers at news@fauquier.com

Former Forest Park basketball star Monica Wright Rogers is the newest inductee in the Virginia Sports Hall of Fame. Wright Rogers, who graduated in 2006, is Prince William County’s second all-time leading scorer with 1,913 points and led the Bruins to two state championships. She is the all-time leading scorer at the University of Virginia with 2,540 points and was the second overall pick in the 2010 WNBA draft by the Minnesota Lynx. It’s time to give the ball to Jeff Overton Jr.’s 235 rushing yards, 3 TDs lead Freedom into Class 6 semifinals By Matthew Proctor Times Staff Writer

In nine regular season games, Freedom-Woodbridge running back Jeff Overton Jr. ran for 1,144 yards and 23 touchdowns on a modest 101 carries. The Eagles’ flurry of other offensive weapons and average victory margin of over 50 points meant Overton Jr. didn’t need to be the Eagles’ bell cow. But the playoffs are a different story. With every game do-or-die, Freedom unleashed the 5-foot-11, 185-pound lightning rod on Battlefield Saturday and the Bobcats saw the range of his skill set as Overton Jr. sprinted, juked and hurtled his way to 235 yards and three TDs to lead the defending Class 6 champions to a 50-7 victory in the Class 6 Region B finals. “People kept saying he wasn’t leading the county in rushing, and I kept telling him, ‘Don’t worry, when it’s all said and done, you will be,’” coach Darryl Overton said. The Eagles (12-0) were conscious about not overusing the junior tailback during the regular season. Overton Jr. said he understood. “The regular season, we play for that, but we really want to get to states. So saving me for states, preserving me (in the regular season) gets us ready to go to states,” Overton Jr. said. Freedom overwhelmed three teams to win their second straight region title. On Nov. 10, they cruised past Potomac 75-7 in the quarterfinals, then dispatched Colonial Forge 52-16 in the semis on Nov. 17 before shredding a solid Battlefield defense in the region final last Saturday. On just 49 carries, the NCAA Division-I recruit has rushed for 816 yards and 13 TDs in the playoffs, including strikes of 53, 50 and 46 yards against the Bobcats (12-1). “Every time I touch the ball, I feel like I can score,” Overton Jr. said. Quarterback Tristan Evans-Trujillo enjoys watching his tailback leave defenders grasping. “I knew he was going to get a lot of yards,” said Evans-Trujillo. The matchup was the first between the Eagles and the Bobcats since the 2021 region final, which Battlefield won 24-7 in what is Freedom-Woodbridge’s most recent defeat. Hungry for revenge, the Eagles had all the motivation they needed. “They were super laser focused all week. And when we came down for pregame, it was like a different sense of seriousness, so that let me know right then that they were ready,” coach Overton said. Evans-Trujillo added, “Battlefield is a great team, but I felt it was a great game, our get back. That’s what we’ve been talking about all week.” Overton Jr. was just a freshman in their previous matchup and has gotten a lot better since, something coach Overton said was a key difference in Saturday’s outcome. “We were looking at film from when we lost to them. He was a freshman. We’re like, ‘This is not the same Jeff. Things are gonna happen a little differently as far as what’s going on.’ We saw him getting arm tackled, and Jeff is a different player (now). They’re going to be well-coached. They’re going to do what they do well. And you just got to make sure that you align and assign properly because if you don’t, they’ll take advantage of it.
