In one of Northern Virginia’s most closely watched primaries, two wellknown Woodbridge politicians are facing off in the first Democratic primary in the newly drawn 33rd District state Senate District. With no Republicans running this year for the Prince William Board of County Supervisors in the heavily Democratic Neabsco District, both Democratic candidates are focused entirely on the June 20 primary. About 22% of the 33rd District identifies as Hispanic or Latino, according to the Virginia Public Access Project. Ayala, 50, and Carroll Foy, 41, have a lot in common. Both women overcame poverty before pursuing public service. As a single mother, Ayala worked as a gas station attendant without health insurance. She went on to have a 20-year career in cybersecurity with the Department of Homeland Security before transitioning to work for a defense contractor. Ayala has two adult children who attended Prince William County schools. Carroll Foy was one of the first women to graduate from the Virginia Military Institute after the Supreme Court ordered the school to admit women in 1996. After earning her law degree, Carroll Foy went on to serve as a magistrate judge and public defender. She and her husband have twin boys and live in Woodbridge. In the state House, both Carroll Foy and Ayala championed the legislative effort for Virginia to ratify the Equal Rights Amendment. In 2020, Virginia became the 38th state to ratify the amendment, launching a renewed push to have the ERA recognized as the 28th amendment. The two delegates also championed Medicaid expansion which passed in 2018 and provided new access to 400,000 Virginians. Carroll Foy left the Virginia House of Delegates in 2020 to run for governor in the 2021 election. Her run garnered national attention including profiles in Vanity Fair and Elle Magazine, as well as endorsements from the Sunrise Movement and famed women’s rights advocate

Carroll Foy placed second in the Democratic primary behind former governor Terry McAuliffe Ayala left the state house in 2021 to run for lieutenant governor. She won the Democratic nomination and ran alongside McAuliffe but was ultimately defeated by the Republican ticket of Gov. Glenn Youngkin and Lt. Gov. Winsome Sears. Still, Carroll Foy told the Prince William Times in an interview, “I believe the contrast between me and my opponent is very clear.” So far, Carroll Foy has outraised Ayala by a sizable margin. Carroll Foy has raised $686,422 compared to Ayala’s $404,322. Carroll Foy also had more cash on hand as of March 31 — $453,642 — than Ayala raised during her campaign. Campaign donations reveal that energy represents a significant difference between the candidates. In March, Ayala received $25,000 from Dominion Energy. During her 2021 run for lieutenant governor, Ayala generated controversy after she flipped her position on accepting donations from Dominion. She had

Hughart declined to say what kind of gun was used in the shootings. The incident brings the number of homicides in Prince William County from Jan. 1 to 11, five of which occurred in May alone, according to information provided by Prince William County police. There were 20 homicides in Prince William County in 2022, which was double the number in 2021 and the highest since 2016, when there were 22, according to the police department’s annual report.

The controversy led Clean Virginia, a well-funded advocacy group opposed to Dominion’s political influence, to rescind its endorsement of Ayala and launch a $125,000 ad campaign against her. This time around, Ayala has received another $25,000 from Dominion Energy, while Clean Virginia endorsed Carroll Foy and contributed $140,000 to her campaign. Carroll Foy has also benefited from support from S. Sonjia Smith, the wife of Clean Virginia founder Michael Bills, who gave $150,000 this cycle. Endorsements mark another contrast between the candidates. Ayala boasts endorsements from former governors Ralph Northam and McAuliffe. Carroll Foy is being backed by 13 labor unions and a slew of local leaders. Both candidates have ranked women’s health and abortion access as a top priority. “One of the things I’ve heard the most while knocking on thousands of doors has to be the attacks on abortion rights,” Carroll Foy said. “And we know that there was a gutting of
Roe vs. Wade, and since that’s happened, you’ve seen state after state implement abortion bans. And Virginia is one of the last, if not the last, Southern state without an abortion ban, and we will not allow ourselves to become Florida or Texas, not on my watch.” Ayala did not respond to multiple requests for an interview. Education is a shared priority as well, though the candidates emphasize different issues.. Ayala’s website discusses plans to expand educational access and funding in the commonwealth, while Carroll Foy underscores concerns about teachers coming under attack for teaching about race in the classroom. “We’re in a place where teachers have been demonized and vilified for doing some of the toughest jobs in the classrooms,” She said. Michael “Mike” Van Meter, a behavioral therapist and former FBI instructor, is the sole Republican candidate in the 33rd District race. Pro-data center flyers sent home with students spark controversy By Cher Muzyk

Prince William County school division officials have been trying to unravel the mystery of how a flyer promoting data centers ended up in donated weekend meal bags distributed last month to 500 students at 10 Prince William County schools. The school division is blaming QTS data centers, one of two data center companies involved in the Prince William Digital Gateway, a controversial plan to build 28 to 34 new data centers on 1,600 acres just north of the Manassas National Battlefield Park in the county’s former rural crescent. But the situation appears more complicated. QTS says it was not involved with the food drive or the flyers and that the food drive and mealbag-packing effort – dubbed the “Backpack Coalition” – was spearheaded by the “7x24 Exchange,” a nonprofit industry group whose members include data centers and data center employees.
Flyers raise questions
After discovering the pro-data center flyers in the donated weekend meal bags, a few concerned residents posted pictures on social media along with questions about why they were included with the donated food. The flyers bore the 7x24 Exchange logo as well as that of “SPARK,” Prince William County’s public education foundation.

The social media posts caught the attention of local elected officials critical of the PW Digital Gateway, including Supervisor Jeanine Law-
According to emails obtained by the Prince William Times, a Prince William County schools career and technical education coordinator introduced a volunteer from 7x24 Exchange’s Washington, D.C. chapter to Dawn Davis, SPARK’s executive director back in January. The introduction was made because 7X24 Exchange inquired about whether Prince William County schools would be interested in receiving donated weekend meal bags for students from its annual fundraising drive. Davis responded that SPARK would “certainly be interested” and passed the project along to a SPARK employee to assist with coordinating the effort. “Companies from the data center industry, including data center owners/operators as well as contractors, vendors and suppliers” would be donating the food and providing financial support for the project, the 7x24 Exchange volunteer told SPARK in an email.
In the weeks that followed, SPARK and 7x24 Exchange hammered out the details of the food drive. During this time, the 7x24 Exchange volunteer planning the project took a job at QTS data centers and started using her professional QTS email address in her communications with SPARK rather than her personal email address, which she had used initially. In a February email exchange obtained by the Prince William Times, the 7x24 Exchange volunteer asked the SPARK employee to provide the SPARK logo for use “on our posters, note cards and communications,” as well as digital communications. But the volunteer did not specifically ask to use the logo on any type of flyer. After seeking confirmation that the SPARK logo would only be used for the “outreach initiative,” the SPARK employee provided the SPARK logo to the 7x24 Exchange volunteer, according to the emails. Planning materials and pictures prepared by 7x24 Exchange obtained by the Prince William Times show that a flyer “explaining the important role data centers play in the lives of … residents” was planned to be packed in the donated weekend meal bags. At an April 14 food packing event, about 50 7x24 Exchange volunteers spent about five hours sorting the food and packing it into individual weekend meal bags along with the pro-data center flyers. Former supervisor, Marine vet vie for GOP nod for state delegate By Cher Muzyk

Former Gainesville supervisor and lobbyist John Stirrup is squaring off against Josh Quill, a U.S. Marine veteran and Trump Administration appointee, for the Republican nomination in the newly drawn House of Delegates’ 21st District. Both oppose data center proliferation near homes and schools and champion “parents’ rights,” including school vouchers. The winner of the primary will take on Democrat Josh Thomas in the Nov. 7 general election. Thomas, 35, is an attorney, a U.S. Marine veteran and has served in the Virginia Medical Reserve Corps. The 21st District is comprised of about 58,000 voters in Gainesville and Brentsville. The district leans “slightly Republican.” Voters in the district narrowly supported Gov. Glenn Youngkin in 2021 by 3 points but picked Sen. Tim Kaine (D) in the 2018 U.S. Senate election by a 16-point margin, according to the Virginia Public Access Project. There is no incumbent in the race. Del. Danica Roem, D-13th, represents most of the district. Roem, a three-term delegate, is running for state Senate in the newly drawn 30th District. Stirrup, 66, grew up in Newark, New Jersey. He was twice elected to the Prince William Board of County Supervisors to represent the Gainesville District in 2003 and 2007. He served as political appointee in the Reagan Administration in congressional relations. Most recently, he has worked as a partner at a government lobbying firm. Stirrup said he has resigned from representing any clients in Richmond to avoid “even the appearance at all of a conflict of interest.” Stirrup, who recently received Youngkin’s endorsement in the race, said he is running because he has the experience necessary to deliver Virginia’s “conservative comeback” to Prince William County. Stirrup points out on his website that for the last three years, Prince William has not elected a single Republican in a local House of Delegates’ seat despite the state House flipping to Republican control in 2021. “In my career, I’ve spent quite a bit of time in government relations. I’ve worked at the federal level, state level and local level,” Stirrup said. “I know the process ... and I’ll be able to hit the ground running” if elected, he said. Quill, 37, grew up in rural upstate New York and served in U.S. Marine Corps for 10 years. He was a Trump Administration appointee to the Department of Veteran Affairs and currently works as a business management consultant. Quill said he was inspired to run because as a second-generation Hispanic immigrant, he has experienced “what it means to achieve the American dream,” and wants “every family in the 21st District to have the same opportunities for themselves and their families that I’ve had.” Quill said his father immigrated to the U.S. from Costa Rica. Quill said he grew up in poverty but went on to earn a bachelor’s degree and two master’s degrees, one in legislative affairs from The George Washington University, and the other in strategic communications from Columbia University. As of March 31, Stirrup had raised $45,254 toward his campaign, while Quill had raised $53,066, However, Quill lent his campaign $33,500 according to VPAP. “I don’t answer to large donors, and I’ve made that abundantly clear. I do have folks in the district and family who have donated as well, but I think it makes a statement that I am betting on myself and that when I do ask folks for donations, I’ve shown that I’ve put my own resources in, as well,” Quill told the Prince William Times in a June 5 interview.

Digital Gateway, the 2,100 acres along Pageland Lane that the Prince William Board of County Supervisors replanned last year to become a massive new data center corridor. The land still must be rezoned to move forward. Although decisions about rezonings to allow for data centers are made by local county boards of supervisors – not state lawmakers – Quill said he opposes the proliferation of data centers near homes and schools. “I’ve been the most outspoken on data centers. I talk about fighting back on data centers. What I mean is this: Data centers don’t belong in our neighborhoods. They don’t belong near our schools, and they don’t belong in the rural crescent,” Quill said. If elected, Quill said he will introduce legislation to require both water and noise studies for new data centers and to disallow them within “a certain perimeter” near homes, schools and national parks. Stirrup also said he is hearing outrage from residents about data centers in the district. “It is typically the first thing that I hear from voters,” Stirrup said. “They understand the need for data centers, cloud computing and such, but what I think the real consternation is where they’re being built, close to home and schools.” Stirrup said that while the issue is a local one, there were bills in the General Assembly this year addressing data centers, all of which were unsuccessful. Two dealt with sighting data centers in proximity to national parks, while others called for studying the impacts of data centers on the environment. “Some of those bills that were defeated could be brought back,” Stirrup said. “Depending on the outcome of this election in November, it could be a different dynamic -- both in the General Assembly and at the county level.”
On education
Stirrup, who has a 29-year-old daughter, said that he will “protect parental rights in education.” He said he shares concerns he has heard from parents and grandparents in the district about learning loss as a result of schools being closed during the COVID-19 pandemic and “gender identification” issues.

Voters have until 5 p.m. on Friday, June 9 to request an absentee ballot by mail. “Parents are definitely concerned about boys using girls’ facilities,” he said. Quill, who has two young children, said he wants to “restore quality of education,” raise standards of learning and believes parents should have a greater role in educating their children. “Parents know best how their student learns,” he said. Both Stirrup and Quill said they support school choice and voucher programs. Funded by tax dollars, school vouchers allow parents to send their children to private schools. School choice has long been the subject of fierce debate in Virginia. Advocates say school choice allows public education funds to follow students to a setting that best fits their needs, whether that’s a private school, charter school or home-schooling. Opponents argue it diverts money from already underfunded public schools. Virginia law requires local school boards to approve charter schools, which so far has kept the number of charter schools operating across the state to just seven, according to the Virginia Department of Education website. Brentsville District High School celebrated 198 members of the Class of 2023 during an afternoon graduation ceremony at Jiffy Lube Live on Monday, June 5. Among the class, about 77% percent plan to continue their education at a two or four-year college. One student was accepted into a U.S. military academy, and three have enlisted in one of the four military branches, according to Diana Gulotta, Prince William County schools’ spokeswoman. On data centers
Both Murphy and Angry said they support the county’s growing data center industry because of the additional commercial tax revenue it generates. Data centers generated about $100 million in local tax revenue this year. Murphy said that if elected to the board, his votes on data center projects would depend on if they “make sense” according to the county’s comprehensive plan. Murphy declined to comment on the Prince William Digital Gateway, saying

Former supervisor Pete Candland, a Republican who represented the Gainesville District where the development is planned, could not vote because his own home and property are under contract to the data center developers involved in the deal. Angry declined to comment, however, on whether he will vote in favor of the three rezoning projects that would bring the Digital Gateway to fruition. The project would bring 28 to 34 data centers to 1,600 acres along Pageland Lane directly north of the Manassas National Battlefield Park. Angry said that many of his ideas for the county would require an increase in the commercial tax base, which would give the county more funds to implement them.

As a teacher, Murphy said he believes that if youth are more engaged in their communities, they will be less likely to engage in crime. “We have to make sure our youth have good things to do when they’re not at school or work,” Murphy said. “We have to have community engagement and community events.” Angry said that while he values mental health services such as the county’s future mental health crisis receiving center, he wants to take a proactive approach, preventing crises before they happen. “I don’t want to just be reactive in this situation, I want to be proactive,” Angry said. “I want to go into the homes, get to the youth, build

On education
As a teacher and Prince William Education Association member, Murphy said education is one of the primary issues he is focusing on in his campaign. Though the school board, not the board of county supervisors, determines teacher salaries, Murphy says that the board should support higher pay and better treatment for teachers. Why We Need Jeanine I am writing to encourage my friends and neighbors in Prince William County to elect Jeanine Lawson for Chair of the board of supervisors. I was fortunate to serve with Jeanine on the board of supervisors when our terms overlapped from late 2014 to early 2016. During our brief service together, I was able to observe Jeanine’s leadership firsthand. I was always impressed with her preparation and passion for the citizens of our county. She aways did her homework and worked to protect the quality of life that we in Prince William County enjoy. That quality of life, however, is not guaranteed. It takes leadership and the right vision to protect our community. Unfortunately, on issues like taxes, public safety and development, we are headed in the wrong direction. That’s why we need Jeanine. Over the last few years, we have seen increases in our property taxes and imposition
of a new meals tax. This has given the board lots of new revenue. Yet despite all this new money, the board has not added police officers quickly enough to meet demand as per the county’s police staffing plan. And the countywide crime rate has risen each of the last two years. In the area of development, we have seen the proliferation of data center approvals. While these may bring the county more revenue, they will obliterate the beauty and tranquility of our rural area, damage our environmental resources and impact the quality of life of our neighbors. We have also seen new residential development that will increase the costs of infrastructure and government services. Yet, we have not seen a commitment to preserving open spaces and natural resources as we grow. We need a new vision. We need a new leader to address the issues affecting us all. That leader is Jeanine Lawson.
Taking credit where credit isn’t due In a May 2 letter to the editor, Haymarket resident Marilyn Karp derided Chair Ann Wheeler for claiming credit for a stable residential tax rate that was accomplished over her objections. Karp wrote that Wheeler was more interested in “the integrity of our economic development people” and keeping faith with the wealthy benefactors who have been bankrolling her campaign. Now some political action committee named “Moving Virginia Forward” is littering the landscape with mailers, using this same deceptive tactic to camouflage our board of county supervisors’ feigned concern for Prince William County taxpayers. The return address on the flyer is a UPS Store. Now that’s transparency. Their mailers also misleadingly claim that supervisors “ensured data centers pay their fair share” even though the county’s computer and peripherals tax rate, which will rise to $2.15 per $100 in assessed value on July 1, is still only 52% of
Loudoun’s $4.15 rate, and Supervisors Victor Angry, D-Neabsco, Margaret Franklin, D-Woodbridge, and Chair Ann Wheeler initially voted AGAINST advertising the new higher data center tax rate, which passed despite their opposition. Who are the donors behind “Moving Virginia Forward?” You can’t tell because, according to the Virginia Public Access Project, a Democratic PAC with that name went dormant in 2010. It must have been resuscitated just in time to conjure up accomplishments to bolster our beleaguered supervisors’ reelection efforts. It’s telling that our supervisors can’t even take credit for their own dubious self-promotion. This is a real bunch of over-achievers. If the board wants to claim credit for something it actually did, it could brag about killing more trees than any of its predecessors. Nobody would give it an argument about that.

Where are our debates for Prince William County chair? These are difficult times. Prince William County is enduring a poorly executed digital industrialization, including noisy industrial fans and banks of diesel generators placed sometimes just a few hundred feet from people’s homes. Land is being sold to data center developers for $1 million an acre, driving up the cost of housing and pricing out other businesses. Crime and violence are increasing, speeding and traffic issues are costing lives and decreasing our quality of life and communication from our leaders has been lacking. Anyone want to explain the exodus of planning officials during this time of tumultuous overdevelopment? And yet, the housing and industrial proposals just keep moving forward. We need not just effective but communicative leadership. With so much at stake as the county changes rapidly, where are the debates that allow informed decision-making?

Murphy is opposed to the county’s meals tax, saying that it hurts small restaurants. “It’s time that we stop always looking to pay our county expenses with our residents,” Murphy said. “This tax is negatively impacting small businesses and small restaurants; it’s literally causing a reduction in the workforce.” Murphy said that taxes on residents can be alleviated by increasing the county’s commercial tax base by bringing new businesses—especially technology businesses such as data centers – into the county. We live in the time of worldwide instant communication—with cell phones, text messaging and social media newsfeeds all vying for the fastest way transmit information. We forget that it hasn’t always been this way. On June 19, 1865—more than two years after Lincoln passed the Emancipation Proclamation—federal troops traveled to Galveston, Texas, to pass the message that all African American slaves should be freed. (Obviously there was a lag in the communication.) Short for “June 19th,” Juneteeth has been celebrated by some states since 1866. It wasn’t recognized as a federal holiday, however, until 156 years later when President Joe Biden signed the Juneteenth National Independence Day Act on June 16, 2021. Also known by other names, such as Freedom Day, Emancipation Day or Black Independence Day, observers celebrate the historical occasion with parties, prayers and parades. In honor of this tradition, there are several local events being held to celebrate Juneteenth this year.
Fauquier County 3rd Annual Juneteenth Celebration
Saturday, June 17, from 11 a.m. to 8 p.m. on Main Street To honor Juneteenth and highlight African culture, the celebration will include an African dance troupe, live bands and children’s entertainment, as well as a presentation of Black History through the lens of the Afro-American Historical Association (AAHA) of Fauquier County. With a trip to the Class 3 state softball semifinals on the line, visiting York’s offensive power surge turned the lights out on Brentsville’s inspiring season. Spraying the ball all around the yard, York plated five runs in the first two innings and scored in every inning. Combined with starter Sarah Witt’s pinpoint pitching, the Falcons soared to a 15-3 win in Tuesday’s state quarterfinal in Nokesville. “You get down four, you get down five, we’re never out of it, but you just get down too many. And there’s a realization, too, that it may not be your night,” said Brentsville coach Mike Post. The loss ends another successful Brentsville season at 17-7, just short of the mountaintop. York (17-7) advanced to the state semifinals against Cave Spring (21-4) on Friday. “We’ve had two years in a row of really good stuff, and this was a historical season. It just brings light to the program in the community, something that hadn’t been there for many years. They had been the bottom of the barrel and the laughingstock of this area. And they’re not anymore. They’re a top team,” said Post. After claiming their second straight Class 3 Region B title with a 10-9 win over Skyline on June 1, the Tigers reached the state tournament for the second consecutive year, a sign of a successful program by any measure. have been unforgettable. “Last year we made the semis and that was a big, big accomplishment for us because we’re so small and we used to be not the best team,” said Quinlan, who homered Tuesday. “We’ve definitely gotten better, and I think it’s definitely because of Mike, he’s pushed us to our limits. So, I think we’ve just accomplished a lot of things along the way because of him.” Last year, Brentsville lost in the state semifinals to Lord Botetourt 3-1. Brentsville hopes to contend in 2024 and beyond. Three seniors depart with five sophomores and two freshmen back, including Tuesday’s starter Danielle Clem. Post said the success the program is having is valuable, even the losses. “I tell them, ‘Take that feeling and learn from it. How is it going to make you a better person going forward,’” he said. “They’ll be better for it. You got seven sophomores coming back. They’ll take what they learned tonight, they’ll be better.” Travelling from Yorktown, the two-and-a-halfhour bus ride didn’t hamper the Falcons as they came out of the gates swinging. Obenshain, R-26th, of Harrisonburg, introduced SJ 254, a constitutional amendment that would grant the Virginia Board of Education the power to establish charter schools within all Virginia school divisions. The bill was defeated by Democrats in committee. “These parents are paying taxes. I believe that money should follow the student … whether that’s public school, private school, home school, charter school or magnet school,” Quill said. If elected, Quill has pledged to donate a third of his $17,000 House of Delegates’ salary to the local chapter of Moms for Liberty, a national organization with the goals of supporting “parental rights” and organizing conservative-minded parents into a voting bloc.

Quill praised Youngkin and the state legislature for making the first $40,000 of a veteran’s retirement tax-free over time but said he will work to make it 100% tax-free. “Virginia has a unique opportunity to have a lot of these folks in Virginia because we have a lot of military bases. We bring folks here to the commonwealth, but they leave to go to more tax friendly states like Tennessee, North Carolina,
287(g) program in the Prince William County jail. The controversial program, which expired in 2020, allowed deputies access to federal Immigration and Customs Enforcement databases to check the immigration status of anyone booked into the county jail. Critics said it led to the deportation of local residents prior to the adjudication of their criminal charges and forced a wedge between police and the county’s Hispanic community. “I initiated (the 287(g)) program when I was on the (county) board in 2007, and it was very, very successful,” Stirrup said. The program ended in Prince William in June 2020 when the jail board declined to renew it. The jail board included now-retired Prince William County police chief Barry Barnard, who said the 287(g) agreement “does not assist us in local policing” and had created barriers to building trust between police and majority-minority Prince William County. Nonetheless, Stirrup said: “It was a very helpful tool” in policing. “The crime rate dropped dramatically, and the violent crime rate dropped dramatically as well. So, I mean, the evidence speaks for itself.” Quill said decisions about participating in 287(g) are done at the local – not state – level but said 287(g) programs can be effective if “when somebody is arrested, they check everybody, no matter who they are, no matter what they look like, no matter what language they speak; you do that, then it’s not racially profiling.” Reach Cher Muzyk at cmuzyk@fauquier.com

The school division also denied any knowledge that a pro-data center flyer was going to be included with the food bags, Diana Gulotta, a school division spokeswoman, said in a statement. In the same statement, Prince William County schools accused QTS data centers of being the source of the flyers. “While coordinated in part by a QTS employee, QTS claims she was acting in an official capacity for 7x24 Exchange and not QTS. PWCS has asked 7x24 Exchange for a statement as to the source and an apology for the unauthorized use of the PWCS education foundation logo,” the Prince William County schools’ statement said. QTS, meanwhile, issued a statement denying any involvement with the food drive or flyers. “QTS Data Centers had no involvement with the Prince William County food bank event, and the County’s statement to the Prince William Times is not factual or accurate in any way,” Nick Desarno, a spokesman for QTS, said in the statement. After the controversy heated up last week, Davis emailed the 7X24 Exchange volunteer at her QTS email address advising her that Prince William County schools have a separate approval process for flyers. She also noted that “members within (the school division’s) upper administration have raised concerns,” about the distribution of the flyers, according to emails obtained by the Prince William Times. The 7X24 Exchange volunteer offered “apologies for not going through the proper channels to use the flyer for the packing event.” She also said she was “unaware” of a separate approval process for flyers, according to the emails. While some influencing factors are outside of your control — such as proximity to good schools and the value of nearby homes — a few simple steps may help increase the value of your home.

How to prepare for a home appraisal
Review previous appraisals: Look for issues that lowered your home’s value in the past and address those problems. Collect important documents for the appraiser: These could include a land survey that verifies property size, proof of your home’s most recent sale price and a list of recent improvements complete with receipts. Prepare for the visit: Clear clutter and contain pets to make the inspection easier for the appraiser. Tidy up: There are some simple things you can do to raise your home’s worth. Also, your landscaping choices should enhance the house, not hide it. Invest in curb appeal: Simple home maintenance to improve curb appeal helps improve first impressions. Clean the landscape, clear de-
bris from your yard, trim the hedges and clean the gutters to make your home more attractive. Make minor repairs: Small fixes, such as touching up chipped paint or replacing a broken doorknob, can also help add to a home’s value. Know the comps: Be sure to check other websites to search for comparable sales in your neighborhood. It’s a good idea to know what similar homes are selling for. Be polite: Share the information you collect with your appraiser. Be friendly and polite, step away, then let them do their job.

Gabriel Jackson Jabari James, 22, of Haymarket, Virginia, died on May 22, 2023, from injuries sustained in a motor vehicle accident in Hurt, VA. The son of Attorney Chidi James and Psychologist Dr. Faith James, Gabriel began to bring joy to the world on March 1, 2001. He attended Prince William County Public Schools and graduated from Battlefield High School in 2019, where he was a two-year member of the Airforce ROTC program, a founding member of the Battlefield High School Mock Trial team, a member of the Battlefield High School Chorus and a captain of the Battlefield High School basketball team. Upon graduation from High School, Gabriel enrolled in the Ronald McNair School of Engineering at North Carolina Agricultural and
Technical State University. Gabriel was an active member on the North Carolina A&T campus. He was a member of the Aggie Battalion, Army ROTC program, and financed his education by becoming a US Army Reservist, serving with the 396th Medical Company in McLeansville, NC. He was scheduled to graduate in May 2024 and, upon graduation, would become a commissioned officer in the US Army. In March 2023, Gabriel "pledged Que" and was initiated into the membership of the Mu Psi Chapter of Omega Psi Phi Fraternity, Incorporated. He was the Chaplain of his chapter and the SHOWDOG of his line and earned the love and respect of his brothers across the region. Gabriel also found time to re-charter the NC A&T chapter of the National Society of Pershing Rifles, where he served as chapter president. Gabriel gave his life to the Lord at an early age. He was dedicated in a Giving Back ceremony as an infant at Mt. Pleasant Baptist Church in 2001. He later asked to be formally baptized at the age of 7, at Mt. Pleasant Baptist Church, where he also sang in the Sun Beam Children's Choir. Gabriel's favorite Bible verse reads: "Have I not commanded you? Be strong and courageous. Do not be afraid; do not be discouraged, for the Lord your God will be with you wherever you go" (Joshua 1:9 NIV). Gabriel is survived by his parents: Chidi and Faith James, older sister Shonari "Alex"andria James, younger sister Jordan Imani James and the love of his life, Liana Slade of Wilmington, NC. He also leaves behind his grandmothers Evelyn M. James (Granny) of Georgetown, Guyana (South America) and Freida E. Williams (Big Momma) of College Station, Texas, and Grandfather Leslie Charles Jackson Sr. (US Army Retired) of Columbus, Georgia. He is preceded in death by Grandfather Frank M. James, Esq. of Georgetown, Guyana. Along with his parents and Mt. Pleasant Baptist Church family he was loved and raised by his godparents Mark & Melane Ausbrooks, and Dana & Cartel Carter (and honorary godparents Uncle Charles "Binky" Jackson, Aunt Daria Athena Allen, and Cousin Nyisha Nia Davis). He also leaves behind a host of uncles, aunts, great uncles, great aunts, cousins, friends, fraternity brothers, fellow soldiers, church family, and many honorary aunts and uncles. Gabriel's Homegoing Service will be held at Mt. Pleasant Baptist Church (2516 Squirrel Hill Road, Herndon, VA. 20171). Adelaide Bass Mason Adelaide "Dee" Bass Mason, 65, of Roanoke, Va., passed away peacefully on Thursday, May 25, 2023. She was born on January 14, 1958, and was preceded in death by her parents. Surviving are her brothers, Landrum Hardy Mason of West Virginia, and Thomas F. Mason of Ohio, nieces, Renee and Nicole; nephew, Jeremy; and grandniece, Alethea. Dee graduated from St. Margaret's School in Virginia and continued her education to receive degrees in History and Psychology from Hollins University. She worked as an IT Asset Manager for SAIC. Michael F. Noone, Jr. Michael F. Noone, Jr. (89), a retired Air Force colonel and law professor whose scholarly writing career extended over fifty years, died at home on May 28, 2023, in Warrenton, Virginia. Colonel Noone, a native of Los Angeles, California, graduated from Georgetown University's Edmond A. Walsh School of Foreign Service in 1955. He accepted a regular commission in the Air Force but postponed his entry on active duty to participate in an accelerated law program at Georgetown Law School. He graduated in two years and passed the District of Columbia and California bars. After assignments in Long Island and Morocco, he spent nearly seven years in Washington, first at Bolling Air Force Base, and then in the Air Force's Claims Division when he received the Federal Bar Association's Outstanding Young Federal Lawyer Award. Attending graduate school at night, he earned his LL.M. at Georgetown and then his S.J.D. at George Washington. His dissertation was subsequently published by the Senate Judiciary Committee and in the Bicentennial Issue of the Military Law Review. After attending the Air Force Command and Staff College, where he was named Distinguished Graduate, he was assigned to the Air Force headquarters near London for four years. He returned to Washington and the Pentagon, where he was Chief of the Congressional Legislation Division in the Secretary of the Air Force's Office of Legislative Liaison. While there, he handled the Air Force's response to the Senate investigation of the secret bombing of Cambodia. His final assignment was as Director of Civil Law at Strategic Air Command in Omaha, Nebraska, from which he retired in 1978 with 20 years' active service, the final five as a colonel. His most unusual duty was reviewing the Top Secret Single Integrated Operations Plan (SIOP) to confirm that the law of war had been followed in planning for all-out nuclear conflict. After his retirement from the Air Force, he joined the Law Faculty of The Catholic University of America in 1978. The following year, he accepted appointment as Associate (academic) Dean, a position he held until he returned to the full-time faculty in 1986. In winter/spring 1991, he was the Distinguished Visiting Professor in the Law Department at the US Military Academy (West Point) and co-authored the text on Constitutional and Military Law used by all cadets. He returned to The Catholic University faculty, was promoted to Ordinary (Full) Professor and granted tenure in 1992. In 1997, he accepted a second brief appointment as Associate Dean for six months to fill a temporary vacancy. In 2005, he gave up his tenured position and was appointed a Research Professor. Professor Noone specialized in interdisciplinary topics relating to law and international security. He taught courses in those fields as well as Torts, Remedies, and Government Litigation. For several years he taught an additional course, Law and Legal Reasoning, to undergraduates in the University's Honors Program. The author of numerous journal articles, books, reviews, and Op-Ed pieces, he was often interviewed by national and international media. Dr. Noone was a Knight Commander of the Holy Sepulchre, a fellow of the Inter-University Seminar on Armed Forces in Society, a Director and Chairman of the Military Criminology and Crimes Committee of the International Society for Military Law and the Law of War (Brussels), and an Advisor to the Geneva Center for Democratic Control of Armed Forces. He is survived by his wife, Ann, whom he married in 1961; three children, Katie of Warrenton, Elizabeth of New York City, and Michael of Los Angeles; and eight grandchildren. Interment at Arlington National Cemetery will take place at a later date.

William Edward Shanks William Edward Shanks, 91 of Warrenton, VA passed away on May 31, 2023 at Manassas Health & Rehabilitation Center. He was born on July 8, 1931 in Jefferson City, TN a son of the late Oscar E. and Margaret Cate Shanks. Mr. Shanks' family moved from Tennessee to Washington, DC after World War II. Those post-war years, he found exciting to live in Washington DC and it is where he met his wife, the late Lois Morrow Shanks. He was known as an enthusiastic worker starting at age 6 in Tennessee and at 12 years old was a manager for Washington Post delivery routes. He will be remembered as a great provider for his wife, children and siblings. Bill retired as a Sales Manager for National Cash Register Company. He was a former member of the Civitan Club in Bethesda, MD. He loved
automobiles and aviation. Our father was very talented with landscaping, especially incorporating natural wood and stone. He relished hard physical work, and almost always completed these tasks by himself. His "hobby"—as much as he had one—was supporting his family's talents and education. Over the years he would dedicate enormous support to his wife and their two children in their many educational and musical endeavors. He also worked toward and attained his pilot's license for small aircraft. A lover of hot weather and sunshine, his favorite place was Hilton Head Island, S.C., where he enjoyed being near the ocean and riding his bike. Later in his life, he was able to make his home there for 2 years before returning permanently to Warrenton. He is survived by his son, Robert B. Shanks (Margaret) of Washington, D.C.; grandson, Bruce Roby Shanks (Krista) of San Diego, CA and great-grandchildren: Haley Adele Shanks & Calvin Shanks; granddaughter, Grace Shanks (Tim) of Portland, ME; and grandson, William Brennan Shanks of Los Angeles, CA. He is also survived by his daughter, Kimberly S. Payne (Donald) of Warrenton, VA; granddaughter, Sarah Payne Kinsey (Lucas) of Issaquah, WA; and grandson, William Christopher Payne of Warrenton, VA. Rachel W. Saunders On Saturday, May 13, 2023, Rachel W. Saunders, 67, of Dallastown, Pennsylvania, passed away at Upper Chesapeake Medical Center in Bel Air, MD. She was the wife of Larry Newcomer for 21 years. She was born on May 10, 1956 in Charlottesville, VA to the late Leander T. and Carolyn E. (Booth) Saunders. Rachel graduated high school in Warrenton, VA, then received her undergraduate degree from Westhampton College - University of Richmond, and her Master's Degree from the University of Tennessee. She was a family therapist for over 40 years, up until her passing. She enjoyed being around people, getting to know them, and making friends everywhere. She is survived by her husband, Larry Newcomer; two children, Kevin Newcomer and Julie Qualtieri; two grandchildren, Alexis and Corinne; and three siblings, Rebecca, Burrell, and Martha. She is also survived by numerous nieces, nephews and clients with whom she had close relationships. A celebration of life service will be held on June 10th, at 10:30am at the Warrenton Baptist Church, 123 Main St., Warrenton, VA. Maximilian O'Saben Maximilian O'Saben, 89, passed away on May 31, 2023 in Bealeton, Va. He was born in Franklin Borough, Johnstown, Pa. on May 17, 1934, the son of Frank and Mary O'Saben. He is survived by his wife Carole B. O'Saben, son Frank O'Saben and wife Karen, of Warrenton, daughter Lynne Stewart and husband Mike Stewart, of Herndon, son Max Jr. of Bealeton, and daughter Molly and husband Jesse Beck. Grandchildren include Sydney Fillmore (Seth), Barrett (Helena) and Carson Stewart, Margaret, Stephanie, and Thomas O'Saben, Claudia, Matilyn and Violet Beck, Great grandchildren Naomi, Noah, Livian and Sullivan, and many nieces and nephews. He was predeceased by his parents, brothers Frank Jr., Charles, Andrew, Ignatius and Steve, and sisters Frances, Carolyn and Matilda. Mr. O'Saben served with the US Air Force for six years as a weatherman, and was a CIA careerist. He will be remembered as a friendly, outgoing person who enjoyed dressing as Santa Claus during the holidays. Dr. Richard J. Beargie, MD
Lucy Mildred Brown
Dr. Richard J. Beargie, MD., 96, passed away on Saturday, June 3, 2023, at his residence. He was born September 5, 1926 to the late Clement A. Beargie and Agnes Van Rooy Beargie in Cleveland, OH. Richard was a graduate of Loyola University in Chicago and completed his medical training at the Mayo Clinic in Rochester, MN. He taught medical students until the age of 90 at Georgetown University and Shenandoah University. He loved horses, fox hunting, and German Shepards. He was a former member Piedmont Fox Hounds in Upperville, VA when Theodore Randolph was Master. Richard also served his country as a Veteran of the United States Navy. Dr. Beargie is survived by three children, Burton, Heather, and Marguerite and grandson, Richard W. O'Donnell. A funeral mass will be held on Thursday, June 8, 2023, at 10 a.m. at St. Peter's Catholic Church, 12762 Lee Highway, Washington, VA, 22747 with Fr. Beres officating. Donald Jesse James Donald Jesse James, 69 of Goldvein, VA passed away on Saturday, May 27, 2023, at UVA Culpeper Medical Center peacefully with his daughters by his side. He was born in Fauquier County on July 11, 1953, to the late Robert B. James and Alma L. Chapman. Jesse was a devoted family man and friend who cherished spending quality time with his family as well as hanging out with his buddies. He loved being outdoors playing ball, hunting, fishing, and metal detecting for relics. He enjoyed kicking back, relaxing to read the daily paper, watching westerns, and sporting events like football and baseball games. He especially appreciated trips to the beach, where he could admire the sunrise and sit by the shore for hours reading a good book and listening to the waves crash in on the shore. Jesse was a hardworking, loving and loyal man with a unique sense of humor that was loved by all. Although he will be tremendously missed, we take comfort in knowing that he is now resting in Peace. Jesse is survived by his daughters Tera James Madison (Chris) of Manassas and Tanya James Smith (Jeremy) of Culpeper; his sister Shirley Gahm (Jacob) of Ripon, CA, his sister Beth James of Springfield, his brother Tommy James (Audrey) of Goldvein; and his brother in law Michael Salmon of Alexandria; grandchildren Kearstin Brown (Deven "DJ" Hogan), Kenzington Brown, Darian Smith; Karissa and Gabriella Madison and great-grandchildren, Kamdyn, Kamiyah, Gabriel and Jayce Hogan, Kaden Brown and Oziah Brown. In addition to his parents, he is preceded in death by the love of his life, his wife of 47 years Brenda Kay Campbell James, his brother Robert Lee James, his sister Patricia Louise Salmon and his great-grandson, Keyon Brown. The funeral service will be held on Tuesday, June 13, 2023, at 1 pm at Mt. Carmel Baptist Church located at 12714 Elk Run Road Midland, VA with Pastor Peyton Embrey officiating. Interment will follow at Fairview Cemetery in Culpeper, VA.
